ITANAGAR, June 11: The officials of Punjab National Bank, New Delhi and Itanagar PNB branch in a meeting held here today disclosed the initiatives taken by the Government and banks to make pension delivery hassle free. The officials explained in detailed about the complete process of submitting digital Life Certificate (LC) during the meeting.
The meeting informed that now the pensioners will be able to submit their LC from their home or through customer service centre.
It was further informed that PNB is going to convert its more than 6500 bank branches and more than 8,000 business correspondent locations into customer service centres where all pensioners will be able to submit digital life certificate.
ANYA condemns revenge killing

Sensitization progs for BLOs and enumerators
KOLORIANG, June 11: A sensitisation meeting on the National Electoral Roll Purification and Authentication Programme (NERPAP) for BLOs of Kra Daadi district was held at the Nyokum Hall, Palin on June 10 last.

Students against drugs and alcohol
ITANAGAR, June 11: Adi Students Union in collaboration with Namsai Police today recovered and later destroyed drugs and opium in and around Jaipur in Namsai District today. Local huts used as a hub for consumption of Opium were dismantled by the AdiSU members and Police. According to a report, some persons were also arrested by the police.
The team led Buteng Tayeng, General Secretary AdiSU had visited various shops situated near schools which falls within the 200 meters radius and found heavy stocks inside shops illegally selling IMFL. They were seized and handed over to Namsai Police Station.
Meanwhile AdiSU appealed to the government to strictly check the rampant selling of IMFL liquors across the state.
Engineer assault condemned
ITANAGAR, June 11: The Jigi Mite Bomikoto Youth Welfare Association (JMBYWA) has condemned the assault of EE power, electrical division, Nirjuli, Ajay Murtem.
It requested the home minister to book the culprits under relevant sections of law and to award exemplary punishment.

Armed with the RTI documents which validates his claims Professor Bath went on to state that the high learning institute like IGTMSU has been running in Old Tourist Lodge and former SSB Compound Ziro since its establishment and no proper infrastructure has so far been created.
Addressing the media persons at Press Club here today, he further claimed that the university is offering multiple degree courses including doctoral such as Phd and Mphl without having sufficient faculty members thus violating the UGC rules and regulations.
“My fight is for quality education in Arunachal Pradesh” said Professor Bath while clarifying that his intention is just to fight malpractices in education system especially in higher education.
The said private university’s foundation stone was laid by Union Minister for Tribal Affairs Kantilal Bhuria in presence of Takam Sanjoy then MP and Padi Richo MLA on 4th July 2010.
Claiming that establishment of the university has overlooked the skeptical remark and opinion given by Advocate General of Arunachal Pradesh Nilay Dutta, Professor Bath questioned why the state government passed the Act in the state Legislative Assembly in 2012 despite being given negative remark from the advocate general.
Professor Bath further informed that the High Power Committee constituted by the state government on 18th Sept 2008 (in which then RGU VC, Prof. K.C Belliapa, Dr. T Basar, DHS, T.S Bapu and Dr Joram Begi as Chairman, members and member secretary respectively) also gave negative remark on the proposed establishment of the said university.

Surprisingly, then Parliamentary Secretary Land Management, Labour and Employment Padi Richo prepared a note which was endorsed by various council of ministers including late Chief Minister Dorjee Khandu, and managed to pass the Act in the state Legislative Assembly under Act. No. 6 of 2012. Richo in his note clearly mentioned that no funding is required from the state government and about 150 acres of land has been already donated by the people of Hong Village for the establishment of the University. However, the state government had funded Rs. 50 lacs from SPA for construction of boundary wall which was executed by Water Resource Division Ziro, while Dr. Bath claimed no boundary wall was constructed on the ground.
“Since the university is running under government establishment with the help of political interference, its very existence itself is highly questionable”, said Dr Bath.
He said that the land donors, Bullo Mudang Tiinyo and Takhe Clans of Hong village wrote a letter to Deputy Commissioner Lower Subansiri district on 15th December 2014, seeking cancellation of Provisional Allotment Order and the agreement which they signed with the World Institution of Building Programe an NGO who runs the university which was represented by then MLA Padi Richo.
It said that as per the (clause 3) of MoU and agreement signed between an NGO and the land donors it clearly stated that if the land is not used for intended University, and infrastructure not completed within the time period or alternative of 3 years, the land shall revert to first party(the land donors). It its letter it stated that no structure has been constructed in our donated land.
Dr Bath also questioned on establishment of Apex Professional University, Pasighat which allegedly is offering various courses such as Phd and Mphil in various disciplines. He highlighted the complaint letter written by Joint Action Group (JAG) comprised of All Arunachal Pradesh Students Union (AAPSU), Guwahati Arunachal Students Union (GASU) and Arunachal Shillong Students Union, Meghalaya to Chief Minister Arunachal Pradesh on 8th April 2014. In the letter JAG alleged that Apex Professional University, Pasighat has awarded degrees to more than 25000 students.
The Chancellor Dhanwant Singh Matharoo was arrested at Shillong on March 2014 for cheating and giving fake certificates of CMJ University. It also claimed that under leadership of Ashwani Lochan Aggarwal, the Arunachal University of Studies, Namsai awarded more than 30000 degrees from Ghaziabad, the letter claimed.
Dr Bath further made a fervent appeal to political leaders to stay away from the education department alleging them of selling out quality education for sake of wealth.
“Political leaders have sold out our land, forest and the rivers, now do not sell education” he appealed.
Ering urges not to shift Agriculture College outside Pasighat
PASIGHAT, June 11: The rumour about the shifting of Agriculture College from Pasighat has forced the East Siang district administration to convene a meeting here today with the Lok Sabha MP Ninong Ering and representatives of College of Horticulture and Forestry, Pasighat.
Expressing displeasure over the alleged attempt to shift the college outside Pasighat, Ering informed that Chief Minister Nabam Tuki and Agriculture Minister Chowna Mein had already committed to waive off revenue for the alloted land as a special case for larger interest of the state.
Advocating Pasighat as one of the best and suitable places for the Agriculture College, the MP said it is well connected with National Highway, Railway upto Murkong Selek (Jonai) and airport is on the verge of completion. Further Bogibeel Bridge is expected to be completed by 2017 next, Ering informed.
“I will take up the issue with the Chief Minister and Agriculture Minister immediately. While infrastructure development is under process, academic sessions are running smoothly, the attempt to shift the college indicates immature proposal and threat to democracy. Center should not force us to launch democratic movement against the move,” said Ering.
Earlier, Deputy Commissioner Nidhi Srivastava informed the house that the foundation stone of the said college was laid two years back by the then Union Minister and accordingly 86.20 acre of land has already been allotted by the administration for establishment of the said college.
She further apprised that academic session had also been started since 2013 and the third batch is likely to take admission in July this year. The allotted land has been developed and security fencing around the land has been constructed. Family members accuse EE Murtem of using firearms
ITANAGAR, June 11: The Nirjuli division power department EE attack case took a new turn today with family members of alleged accused blaming the engineer for the incident. In a press release they alleged that EE Ajay Murtem has given fabricated statements and one sided story to malign the image of six unemployed poor youths.
“On 9th June, Tana Tamar Tara along with five others went to the office of the EE to know the reasons for the cancellation of their work order issued by previous EE of the division. The discussion between them turned into an argument. The EE boastfully told the boys to go to any higher authority right from the MLA to CM to complaint about the cancellation of the work order. He also took out his revolver and tried to harm them. Fearing for their life, the boys tried to snatch the gun from him which led to pushing and shoving,” the family members alleged.
The family member also claimed that the boys were arrested when they had gone to
Nirjuli police station to file a case against the EE for using firearms. “But the
FIR has not yet been registered and all the six boys are behind the bars. Since the
matter is in the court, we believe in the law of the land and hope that truth will

And if youths visit government office, some irresponsible officer takes out their gun and threatens of dire consequence resulting in quarrel between the officer and visitor. We would like to ask the society is it right for an officer to carry a weapon and display in front of the public who visits his/ her office for any query”.
MLA, coucillors visit rain affected area, appeals for road restoration

BOMDILA, June 11: The West Kameng District Electricity Committee (DEC) in its meeting held here recently has proposed for installation of metering system under Integrated Power Development Scheme (IDPS) in the township and to facilitate household electrification in the rural areas under Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY). The meeting also proposed for upgradation and installation of transformers, modernisation and improvement of existing system, reduction of LT Lines through introduction of High Voltage Distribution System (HVDS).
Earlier, presiding over the meeting, MLA Japu Deru has directed the Power Department to take necessary steps to ensure electrification of both urban and rural areas in the district. Introduction of rooftop solar projects in some locations in Bomdila and other areas of the district was proposed in the meeting.

BOMDILA, June 11: MLA cum Parliamentary Secretary PHED & WS Kumsi Sidisow has inaugurated the upgraded Secondary School into Higher Secondary school in a function held at Singchung in West Kameng district yesterday.
In his inaugural address, the MLA called for equal development of all sectors for overall development of the society. Upgradation of school has not only fulfilled one of his promises, but it would solve the problem of many parents who are compelled to send their children to far flung places to pursue their studies.

Speaking on the occasion, West Kameng DC A K Singh said that education and health are two most important indicators of development of the society.
While reminding the teachers of their responsibility, he requested them to impart quality education for making the students responsible citizens in future. He informed that proposals for posting of subject teachers and Principal have already been initiated at Govt level and stressed on the need to have commerce and science streams in the school. The Indian government’s media blitzkrieg over the army’s raid into Myanmar to take on the members of rebel NSCN (K) group is starting to back fire. Even though Indian army gave measured statement about raid, politicians which include likes of defence minister Manohar Parrikar and Minister of State for Information & Broadcasting, Rajyavardhan Rathore gave statement which might harm the interest of nation.
Besides claiming that army conducted operation without seeking permission of Myanmarese
government, the union minister started issuing warning to Pakistan of similar action
in future. By making statement which undermines the sovereignty of Myanmar, the BJP
ministers have caused serious damage to the relation between two nations. In future
neighbouring country might not allow such operation to protect their sovereignty.

Dear Editor,
As per my observation since many years, the Karsingsa sinking zone which is a National Highway connecting Banderdewa is being repaired and renovated every year. Crores of money is being invested for the construction of this very road which leads to the creation of other newer roads by earth cutting but sadly it could not last for long. What I foresee is, this NH 52 Karsingsa road is a never ending problem because of the fragile soil type which is vulnerable to disaster.

through Gohpur-
Therefore, I would like to appeal to the Government of Arunachal Pradesh to look into this matter at the earliest.

Wear Helmet
Dear Editor,
Keeping in mind the increasing number of road accidents, especially the deaths due to head injuries ,Madras High court’s decision to make helmets mandatory from July 1st is a welcome move. In Kolkata, traffic police has given the picture of a tortoise and have written beside it “Even the slowest animal knows how important a helmet is” Hope such punch lines strike a chord among youngsters.
But the problem is even if wearing helmet is made compulsory, people buy cheap quality helmets just to satisfy the law which defeats the very purpose of wearing a helmet. Also while driving many youngsters hang their helmets on their rearview mirror as if the mirror needs protection. One has to realise that accidents don’t happen daily & one instant of rash driving or negligence can prove fatal, leaving behind grieving family, friends & relatives. Also riders should desist from keeping mobiles inside helmet & speaking. So one should remember “when helmet is strong, life is long.”

Damaging our environment and nature
Dear Editor,
Monsoon is a natural phenomenon. It’s the bringer of rain and answer to many prayers for water in agriculture and for many other important areas of our day to day life. We cannot change this natural pattern and event, but can always prepare for it. Monsoon is predictable and so is the amount of rainfall. We understand that the global warming or the climate change has been a reason for this erratic and destructive change in rain and the level of rainfall. But we must also understand the fact that, the anthropogenic activities are the main reason behind the climate change. Rain has been there and is still going to come, but we have only accelerated the level of damage they can do in our daily life. Felling down of trees, clearing of forests and cutting down the mighty high mountains, throwing garbage carelessly or improper garbage disposal, unplanned housing and drainage system has been the way of development for our people so far.
Our mountains are high and mighty, but they are still growing and weak. We have huge forest cover and mighty rivers, but the level soil is loose. Instead of blaming the government and any department for that matter (except in genuine cases), every individual has a role to play e.g. proper disposal of garbage, planting of trees or at least not felling down trees indiscriminately, refrain from cutting down the mountains.
I understand that these are very small things and people may say that it will not do any change. But imagine if everyone is doing it, how much can be done! If we can damage our environment and nature, then only humans can bring a change for the good of all, not any other animal on this earth.

Give it back to the legitimate owners
Dear Editor,
Through your esteemed daily, the Land Donors would like to express our resentment towards Government pertaining to the Land Management at Aalo Township.
After rejections from all the landlords having geographically viable land for establishment of Headquarter, our forefathers happily donated the entire flat land of present Aalo township to the Government in the year 1952 to 1956.
But after having free gifted the land, we have rendered ourselves destitute as no sufficient means and land remained with us to sustain our livelihood and other activities for sustenance of life and thereby forced to confine ourselves at small hilly slope region.
Our illiterate forefathers willingly gifted free of cost to the government without claiming compensation except an acknowledgement Certificate by K.L.Mehta, the then Adviser to the Governor of Assam.
In return, our forefathers’ mere wishes, that government should look after their broods in the days to come.
But today, our heart bleeds when we see rampant encroachments of public places, government quarters and offices etc. The visionless people in the chair are unmindfully giving allotment to those private individuals tacitly who pleases them, without keeping the scope for beautification and further expansion of the town. Although the Land was free gifted to the government, but now it is felt that our forefathers sacrificed in vain. Not even the least of priorities are accorded to us in considering the land allotment, award of contract works, other employment opportunities etc.
Apparently, Bahadur Hill at Aalo is a Forest Reserved Land, but now a colony of 20 to 30 houses are mushrooming up with permanent structure of RCC/SPT buildings, black carpeted road, elecricity and water supply.
On what legal ground are the authorities allowing them to settle there permanently? Have they been legally permitted there? Did they obtain NOC from Forest & Environment Department? Had Land Management Authorities consented to the occupation? Did they gain the confidence of Land Donors Committee before settlement? If not, then it is assumed that the authorities are playing with the emotions and sentiments of the Land Donors. Such is the condition at abandoned Police Training and Recruitment Centre, Bogdo, Aalo.
It evokes indelible heartache when our parental land has been exploited by peregrines. If government are not using the land for which they acquired then give it back to the legitimate owners.
We appeal to all heads of the department to appraise administration as well as the land donors about encroachments before it’s too late. We assure to extend our helping hands to administration for such initiative of eviction. We still don’t want any compensation for our land but should be used for the developmental purpose for which it was gifted.

As we all have known that The Arunachal Times is famous and largest selling local newspapers in Arunachal Pradesh and I am one of your daily readers.
I have written many articles for Readers Forum. Some of it has been published while others have not been published. Perhaps readers are happy to see when their articles come out and it is discouraging if their articles don’t get published.
However, I noticed that many articles were edited too short. Editing of grammatical errors, mistakes and slang words are good but editing the articles too short is not appropriate.
Therefore through your esteemed daily, I would like to request and suggest you to keep the original articles with little or no editing.
