MHRD terminates non-teaching staff under RMSA

ITANAGAR, June 11: The Ministry of Human Resource and Development, GoI has terminated services of office and lab assistants under Rashtriya Madhyamik Shiksha  Abhiyan(RMSA). Informing this Arunachal Pradesh Rashtriya Madhyamik Shiksha Abhiyan Employee’s Association stated that department of RMSA has issued termination letter based on the order of MHRD.

The association has written to education minister to reconsider the decision to terminate the non-teaching staffs. They have appealed the minister to look into the matter for redressal.

 

Dibang Valley  cut off

Itanagar, June 11: Dibang Valley district remains cut off from rest of the state since last five days due to torrential rainfall and flash floods which triggered landslides at various locations.  Anini DIPRO adds.

 

Village under threat from mud

ROING, June 11: Improper disposal of soil after land cutting for the construction of the Roing-Anini-Hunli road, under the BRTF, is causing mayhem in Kebali village. The continuous rainfall of the past many days is causing the excess soil to slide into the village that lies at a lower level.

A resident from the village said, "The BRTF were supposed to dump the excess mud from the earth cutting at 12 kms (locally called barah kilo), but instead they have been simply dumping it on the side of the road. We have never experienced this kind of threat to the village before this".

A fish pond run by a Self Help Group of women of the village has been mostly affected as the pond is now mostly filled with mud and debris running down the slope.

 

Governor calls on the President

Plan for hassle free pension delivery

ITANAGAR, June 11: The officials of Punjab National Bank, New Delhi and Itanagar PNB branch in a meeting held here today disclosed the initiatives taken by the Government and banks to make pension delivery hassle free. The officials explained in detailed about the complete process of submitting digital Life Certificate (LC) during the meeting.

The meeting informed that now the pensioners will be able to submit their LC from their home or through customer service centre.

It was  further informed that PNB is going to convert its more than 6500 bank branches and more than 8,000 business correspondent locations into customer service centres where all pensioners will be able to submit digital life certificate.

 

ANYA condemns revenge killing

ITANAGAR, June 11: All Nyishi Youth Association  (ANYA) has strongly condemned the Seppa, DUDA Tourist Lodge murder case, reported to be a revenge killing.

We don't need such kind of barbaric acts in today’s modern and civilised world, said Biri Kakum, President ANYA in a press statement.

ANYA appealed all sections of the society and Nyishis in particular to refrain from such age old barbaric means, as cases can be solved through mutual understanding and as per the law enforcing agencies.

ANYA strongly opposes such acts, which is a blot to the Nyishi community and strongly appealed the community to maintain humanity and peace while dealing with various issues, statement further read.

ANYA also appealed to the concerned authorities to repair the Chimpu to Ganga and Banderdewa road immediately as the people are facing great problems while travelling through the dilapidated road. It proposed for a democratic movement against the department and agencies concerned, if the road is not maintained. The Union said that slow and poor quality of works are the main reason behind bad condition of the road.

 

Sensitization progs for BLOs and  enumerators

KOLORIANG, June 11: A sensitisation meeting on the National Electoral Roll Purification and Authentication Programme (NERPAP) for BLOs of Kra Daadi district was held at the Nyokum Hall, Palin on June 10 last.

Presiding over the meeting, District Election Officer Mamata Riba has called upon the EROs/AEROs and BLOs to make the NERPAP fruitful and error free.

Speaking on the occasion as resource person, Pisa Tatup, ADC headquarter, deliberated at length on the guidelines of NERPAP. Takar Rava, ERO Palin/AERO Yangte took up open house session.

In another sensitisation programme held for the enumerators of Kra Daadi district on the Biometric Enrolment Exercise under the National Population Register, ADC Pisa Tatup has dealt extensively on the guidelines provided under the Citizenship Act 1955. The NPR register is scheduled to start in Kra Daadi district within a few weeks. Poster and IEC materials were also distributed to all the enumerator. DIPRO

 

Students against drugs and alcohol

ITANAGAR, June 11: Adi Students Union in collaboration with Namsai Police today  recovered and later destroyed drugs and opium in and around Jaipur in Namsai District today. Local huts used as a hub for consumption of Opium were dismantled by the AdiSU members and Police. According to a report, some persons were also arrested by the police.

The team led Buteng Tayeng, General Secretary AdiSU had visited various shops situated near schools which falls within the 200 meters radius and found heavy stocks inside shops illegally selling IMFL. They were seized and handed over to Namsai Police Station.

Meanwhile AdiSU appealed to the government to strictly check the rampant selling of IMFL liquors across the state.

 

Engineer assault condemned

ITANAGAR, June 11: The Jigi Mite Bomikoto Youth Welfare Association (JMBYWA) has condemned the assault of EE power, electrical division, Nirjuli, Ajay Murtem.

It requested the home minister to book the culprits under relevant sections of law and to award exemplary punishment.

Calling him the most respected person of the community, it said, the attack on him for no fault of his cannot be condoned in a society.

Increase in these kinds of attacks on government officers, especially from works department is a matter of grave concern, it said also mentioning the recent attack on SE RWD T Loriak.

The association further sought thorough investigation into the case and demanded not to grant bail to the accused.

The Sigin-II Youth Association (SYA) also demanding stern action against the people involved demanded that their bail petition not to be accepted.

Also condemning the attack, the All Raga Area Students’ Union (ARASU) also sought exemplary punishment for the culprits.

The All Arunachal Pradesh Workers’ Union Papum Pare unit while lauding the Nirjuli police team for taking prompt action in arresting the culprits demanded stern action against the accused as per law.

 

Compensation sought

ITANAGAR, Jun 11: Condoling the death of Sankar Rai who lost his life along with his son in a landslide near Niti Vihar on June 9 last, the All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) has appealed to the PHE & WS minister and Capital DC to provide compensation for the bereaved family.

Late Sankar’s wife and daughter were injured in the incident and now recuperating at RK Mission hospital here.

 

Constructed road do not comply with the DPR, says party

ITANAGAR, Jun 11: The Bharatiya Janata Party East Kameng unit has sought immediate stopping of the release of LOC for the Seppa-Chayang Tajo to Sawa PMGSY road claiming that it was constructed by not complying with the DPR.

It was to be constructed from 51km point of Seppa-Chayang Tajo road to Sawa HQ through Bengde, Tungi and Bodo villages but Bodo village has been left out. And it was also constructed about 5km above the Sawa HQ which has damaged the public land unnecessarily, it said in its complaint letter to the CEO, RWD.

 

Union writes to PCCF

ITANAGAR, Jun 11: The All Arunachal Pradesh Forest Workers’ Union has demanded opening of bank account for casual workers under forest department. It submitted a representation to Principal Chief Conservator of Forest (PCCF) in this regard.

It also sought release of its two month pending salary.

 

School problems discussed in coordination meeting

ITANAGAR, June 11: The coordination meeting of Principles, headmasters and teachers in-charge of Middle and Primary School of Longding district was organised at Longding on June 8 last.

Various problems being faced by the schools including shortage of teachers, lack of infrastructures including drinking water facility, road connectivity, payment of SSA teachers salary were discussed in the meeting.

Addressing the  meeting the Deputy Director of School and Education M. Taki advised the Principals, Head Masters and teachers in-charge not to be disheartened by the situation in the schools but to work dedicatedly for the development of education sector in the district. He also briefed the members about the Government policy on teachers transfer and posting, according to an official release.

Lampung authorised to work as CMEO

Rs 10 cr relief for landslide-hit Arunachal

Itanagar, June 11: Union Minister of State for Home Affairs Kiren Rijiju has approved Rs 10 crore as immediate relief for landslide-hit Arunachal Pradesh.

The sanction came when Arunachal Pradesh PWD Minister Gojen Gadi accompanied by CE (Highway) Hage Apa and other departmental officials called on Rijiju in New Delhi yesterday and apprised him of massive damages caused by landslides triggered by torrential rain and submitted a memorandum enlisting damages worth Rs 10.202 crore.

The sanction gives a different message amidst claims and counter-claims by state BJP and Congress on less flow of funds and misutilisation.

The team led by Rijiju was to call on Union Road Transport and Highways Minister Nitin Gadkari, who asked Rijiju over telephone to approve Rs 10 crore on his behalf as he was about to go on tour, Gadi informed over phone from New Delhi today.

Rijiju is the nodal minister of MoRTH (Ministry of Road, Transport and Highways) for north east. Gadkari also instructed to resume maintenance works immediately and asked to submit a letter to the ministry accordingly, Gadi said quoting Rijiju.

However, a central team headed by MoRTH's chief engineer (NE region in charge) would visit on June 14 to inspect the damages caused and ongoing maintenance, Gadi said.

Pointing out that the compensation estimate and DPR for Itanagar-Banderdewa four-lane (NH-415) has been submitted to MoRTH, Gadi requested for its early sanction.

Rijiju assured to take up the matter with Gadkari personally when Gadi informed that the compensation estimate was reduced from Rs 354 crore to Rs 284 crore and requested for early sanction. PTI

Role of political leaders’ introducing private universities under scanner

ITANAGAR, June 11: In a shocking revelation today, Rajiv Gandhi University Political Science Department Professor Dr, Nani Bath claimed establishment of the private university Indira Gandhi Technological and Medical Science University (IGTMSU) Ziro  is suspicious with lot of political interferences and high-handedness. Professor Bath who himself hails from Ziro expressed apprehension that the university appears to be with no intention to provide quality education in the state rather to sell out degrees.  

Armed with the RTI documents which validates his claims Professor Bath went on to state that the high learning institute like IGTMSU has been running in Old Tourist Lodge and former SSB Compound Ziro since its establishment and no proper infrastructure has so far been created.  

Addressing the media persons at Press Club here today, he further claimed that the university is offering multiple degree courses including doctoral such as Phd and Mphl without having sufficient faculty members thus violating the UGC rules and regulations.

“My fight is for quality education in Arunachal Pradesh” said Professor Bath while clarifying that his intention is just to fight malpractices in education system especially in higher education.

The said private university’s foundation stone was laid by Union Minister for Tribal Affairs Kantilal Bhuria in presence of Takam Sanjoy then MP and Padi Richo MLA on 4th July 2010.

Claiming that establishment of the university has overlooked the skeptical remark and opinion given by Advocate General of Arunachal Pradesh Nilay Dutta, Professor Bath questioned why the state government passed the Act in the state Legislative Assembly in 2012 despite being given negative remark from the advocate general.  

Professor Bath further informed that the High Power Committee constituted by the state government on 18th Sept 2008 (in which then  RGU VC, Prof. K.C Belliapa, Dr. T Basar, DHS, T.S Bapu and Dr Joram Begi as Chairman, members and member secretary respectively) also gave negative remark on the proposed establishment of the said university.

In its minutes on Jan 12th 2009, the Committee said, “ON our further examination it is found that the NGO based in New-Delhi has no experience of either running a medical or engineering college. Their experience is limited to offering only diploma and vocational courses and not degree courses which are prerequisite for establishment of a university. It also said that programme proposed by the NGO do not justify the establishment of a university by an Act of Legislature”.

Surprisingly, then Parliamentary Secretary Land Management, Labour and Employment Padi Richo prepared a note which was endorsed by various council of ministers including late Chief Minister Dorjee Khandu, and managed to  pass the Act in the state Legislative Assembly under Act. No. 6 of 2012. Richo in his note clearly mentioned that no funding is required from the state government and about 150 acres of land has been already donated by the people of Hong Village for the establishment of the University. However, the state government had funded Rs. 50 lacs from SPA for construction of boundary wall which was executed by Water Resource Division Ziro, while Dr. Bath claimed no boundary wall was constructed on the ground.

“Since the university is running under government establishment with the help of political interference, its very existence itself is highly questionable”, said Dr Bath.

He said that the land donors, Bullo Mudang Tiinyo and Takhe Clans of Hong village wrote a letter to Deputy Commissioner Lower Subansiri district on 15th December 2014, seeking cancellation of Provisional Allotment Order and the agreement which they signed with the World Institution of Building Programe an NGO who runs the university which was represented by then MLA Padi Richo.

It said that as per the (clause 3) of MoU and agreement signed between an NGO and the land donors it clearly stated that if the land is not used for intended University, and infrastructure not completed within the time period or alternative of 3 years, the land shall revert to first party(the land donors). It its letter it stated that no structure has been constructed in our donated land.

Dr Bath also questioned on establishment of Apex Professional University, Pasighat which allegedly is offering various courses such as Phd and Mphil in various disciplines. He highlighted the complaint letter written by Joint Action Group (JAG) comprised of All Arunachal Pradesh Students Union (AAPSU), Guwahati Arunachal Students Union (GASU) and Arunachal Shillong Students Union, Meghalaya to Chief Minister Arunachal Pradesh on 8th April 2014. In the letter JAG alleged that Apex Professional University, Pasighat has awarded degrees to more than 25000 students.  

The Chancellor Dhanwant Singh Matharoo was arrested at Shillong on March 2014 for cheating and giving fake certificates of CMJ University. It also claimed that under leadership of Ashwani Lochan Aggarwal, the Arunachal University of Studies, Namsai awarded more than 30000 degrees from Ghaziabad, the letter claimed.

Dr Bath further made a fervent appeal to political leaders to stay away from the education department alleging them of selling out quality education for sake of wealth.

“Political leaders have sold out our land, forest and the rivers, now do not sell education” he appealed.  

 

 

Ering urges not to shift Agriculture College outside Pasighat

PASIGHAT, June 11: The rumour about the shifting of Agriculture College from Pasighat has forced the East Siang district administration to convene a meeting here today with the Lok Sabha MP Ninong Ering and representatives of College of Horticulture and Forestry, Pasighat.

Expressing displeasure over the alleged attempt to shift the college outside Pasighat, Ering informed that Chief Minister Nabam Tuki and Agriculture Minister Chowna Mein had already committed to waive off revenue for the alloted land as a special case for larger interest of the state.

Advocating Pasighat as one of the best and suitable places for the Agriculture College, the MP said it is well connected with National Highway, Railway upto Murkong Selek (Jonai) and airport is on the verge of completion. Further Bogibeel Bridge is expected to be completed by 2017 next, Ering informed.

“I will take up the issue with the Chief Minister and Agriculture Minister immediately. While infrastructure development is under process, academic sessions are running smoothly, the attempt to shift the college indicates immature proposal and threat to democracy. Center should not force us to launch democratic movement against the move,” said Ering.

Earlier, Deputy Commissioner Nidhi Srivastava informed  the  house that the foundation stone of the said college was laid two years back by the then Union Minister and accordingly 86.20 acre of  land has already been allotted by the administration for establishment of the said college.

She further apprised that academic session had also been started since 2013 and the third batch is likely to take admission in July this year. The allotted land has been developed and security fencing around the land has been constructed. Infrastructure development is being carried out and presently College of Horticulture & Forestry is providing technical and academic supports to the students. DIPRO

 

 

Family members accuse EE Murtem of using firearms

ITANAGAR, June 11: The Nirjuli division power department EE attack case took a new turn today with family members of alleged accused blaming the engineer for the incident. In a press release they alleged that EE Ajay Murtem has given fabricated statements and one sided story to malign the image of six unemployed poor youths.

“On 9th June, Tana Tamar Tara along with five others went to the office of the EE to know the reasons for the cancellation of their work order issued by previous EE of the division. The discussion between them turned into an argument.  The EE boastfully told the boys to go to any higher authority right from the MLA to CM to complaint about the cancellation of the work order. He also took out his revolver and tried to harm them. Fearing for their life, the boys tried to snatch the gun from him which led to pushing and shoving,” the family members alleged.

The family member also claimed that the boys were  arrested when they had gone to Nirjuli police station to file a case against the EE for using firearms. “But the FIR has not yet been registered and all the six boys are behind the bars. Since the matter is in the court, we believe in the law of the land and hope that truth will be unearthed soon, as we are law abiding people. Therefore we appeal to all the like-minded officers and organisations to inquire into the matter from both the parties before making any comment,” the family members added.

The family members also questioned that why government employees especially officers are allowed to bring gun and intimidate visitors. “State government had banned carrying of weapon in the govt. office complexes. How come EE Murtem carried a gun and tried to harm the visitors? Why no action is being initiated against him for breaching govt. order”, they questioned. Further they added, “The unemployed youths can’t go to house of officers for any official work. And if youths visit government office, some irresponsible officer takes out their gun and threatens of dire consequence resulting in quarrel between the officer and visitor. We would like to ask the society is it right for an officer to carry a weapon and display in front of the public who visits his/ her office for any query”.

 

 

MLA, coucillors visit rain affected area, appeals for road restoration

ITANAGAR, June 11: Local MLA cum parliamentary secretary Techi Kasso along with Councillors Tatung Tania (ward No. 2), Takap Tagru (ward No. 3) and Gora Talang (ward No 4) today visited the landslide affected areas under their jurisdiction in the Capital city.

During the visit, the team found some houses were damaged completely due to heavy rain  for last few days. The link road from PWD road Gohpur Tinali, Itanagar to Dokioso has also been adversely effected by the rain water. Some culverts and drainage system have been washed away, while  some dwelling houses are likely to collapse under the impact of rain water.

Meanwhile, the MLA and the councillors have appealed to the public to stay alert and shift to a safer place for safety of their life and property.

The councillors also appealed to the concerned department specially the disaster management department to  rehabilitate and provide adequate relief  to the victims of rain water.

Meanwhile, Ward No 22 councillor Tarh Pacho in a release  today informed that  the residents of D-sector area remains cut off as the rain water  washed away the culvert and caused heavy damage to the sector road. The councillor appealed to the Government to take immediate steps for restoration of road.

IMC ward No 1 Councillor Biri Tugdo informed that the Sangring Hapa Colony road (via VKV School to primary school Sangring hapa colony and Forest Cooperation) Chimpu has been  badly damaged by the recent rain water. Even it is not possible to cross the damaged cement concrete road on foot, the councillor said while cautioning the local people to take extra care while crossing the damaged road.

The councillor also appealed to the Government, particularly the department concerned to take immediate measures for the safety of the school going children and general public.

 

 

SPF slams Centre for planning to build mega dams in Siang

ITANAGAR, Jun 11: The Siang Peoples’ Forum (SPF) has slammed the government at the Centre for planning to build two mega dams in the middle part of Siang River.

It is yet another example of Delhi's step-motherly treatment towards the people of the North East, more particularly to the people of Assam and Arunachal Pradesh. This move is clear case of discrimination, imperialism and neo-colonialism in the guise of controlling floods in Assam and Arunachal by way of undertaking massive projects in Siang/Brahmaputra at the cost of the indigenous dwellers of the two states. On the one hand, you are diligently busy in ‘Clean Ganga and Save Ganga’ Mission, on the other hand, you are planning a disaster at Siang while sitting at Delhi, it said in its memorandum to the Union Minister for Water Resources.

It is to be noted that Prime Minister Narendra Modi, in a mega rally at Pasighat on 22nd of February 2014, had unequivocally declared and assured the people of Arunachal Pradesh that no dams will be constructed without the will and consent of the indigenous populace, and that their sentiments should be respected by all. The people of the North East, more particularly the people of Arunachal Pradesh have great expectations, hopes and aspirations from the Central Government under the leadership of Prime Minister Narendra Modi, but such move only creates doubt and confusion on the minds of the patriotic and peace loving people of this unique and sensitive border state. We will only welcome sustainable and protectorate development in the line and principles of Nehru-Elwin policy of development in NEFA, (now Arunachal Pradesh) through Constitutional and Customary safeguards with utmost care and caution, without disturbing the social fabric of the indigenous people in the best interest of the nation. It is unfortunate that the government which has promised to promote the spirit of ‘cooperative federalism' in the country is doing just the opposite by being dictatorially centrist, its letter read stating that it would not budge and not let any mega dam to be built in Siang river.

 

 

ANSU calls on students to avail scholarship

ITANAGAR, June 11: A team of All Nyishi Students' Union (ANSU) led by its Vice President Joram Bath and Secretary Education Lokam Tagiam visited few colleges in North India like Dr. K. N. Modi University, Newai, Rajasthan, R.D Engineering College, Delhi NCR, and Dr. KN Modi Engineering College, Modinagar (Uttar Pradesh) with a mission to help the poor and downtrodden Nyishi Students' who have cleared their Class 12 exams and students who are willing to go for their higher/professional careers in technical, professions and general degree etc. in few renowned and reputed colleges in north Indian states like Rajasthan, Delhi and Delhi-NCR.

On a weeklong tour to north India, team ANSU inspected all the basic infrastructures of the concern colleges, their AICTE/UGC affiliation numbers and codes, all the past records and future legal complicacies (if any) for the future of the students who are availing this Centrally Sponsored Scholarship Scheme (ISHAN-UDAY). Team ANSU along with National Youth Welfare Association also visited the Office of the Director of Higher & Technical Government of Arunachal Pradesh for detail cross checking of the said colleges/university regarding AICTE/UGC recognition certificates and found it valid. The programme was aimed at providing opportunity to the poor Nyishi students' to reap the fruit of centrally sponsored scholarship scheme 'ISHAN-UDAY' launched by the Department of Human Resource Development (HRD), GoI.

Meanwhile, the union has invited students from the community who have passed Calss 12 or equivalent exams from any recognised Board of education, including CBSE, AISSCE, ICSE, National Institute of Open Schooling (NIOS) and have secured admission in general degree courses, technical and professional courses including medical and para¬medical courses  to avail the scholarship.

 

 

DLVMC & Governing body meeting of DRDA Daporijo held

DAPORIJO, June 11: The first quarter District Level Vigilance and Monitoring Committee members (DLVMC) meeting and 34th governing body meeting of DRDA, Daporijo was jointly held yesterday at Rijo conference hall here under the chairmanship of Deputy Commissioner cum CEO (DRDA) Komkar Dulom.

The District Rural Development Agency, Rural Works Department, PHE department and ICDS presented their annual performance report 2014-15 and the house also approved the DRDA administration budget 2015-16 and the CA for 2014-15.

The DC cum CEO in his keynote address stressed on the need to correct utilisation of funds, improvement in the implementation process, timely and proper monitoring, maintaining transparency right from the planning process to the completion of the work and a need for drastic shift in the mindset of the people to bring about change and development from the grass root level.

Special emphasis was laid by the DC on the importance of monitoring, whereby he advised the concerned authorities and the PRI members to monitor the schemes and works right from the beginning, so that any faults and lacunae could be detected and corrected during the implementation process itself. He also advised the house to resolve to do away with the system of shoddy work and more profit and instead go for better quality work, development and prosperity for all.

The DLVMC informing the house on their monitoring works called for cooperation of the PRI members and implementing departments regarding provision of status reports on the work for better monitoring. The BDOs present called for training to be provided to the concern people regarding correct system and procedures to be followed so as to clear any doubts and misunderstanding. (DIPRO)

Comparing the high number of malaria cases in the state with the other states of the country,  and the motto of the Government to eliminate malaria from the country by 2030, Mithi said that it was high time to practice measures to eliminate malaria from the state, and to do so full cooperation of the general public is most essential.

The village, that was adopted by the MP as an Aadarsh village earlier this year, was prioritised for the launch under the Saansad Aadarsh Gram Yojana scheme.

Public leader of the village, Asati Dele requested the MP to look into the needs of the drainage system and toilets in his adopted village, Kera-ah.

District Medical Officer, Dr D Wange called upon the people to reduce water stagnation in the area, use long slip shirt during dawn and dusk time when mosquito are active and to allow/accept DDT spray inside the house. He also requested them to use mosquito bed net while sleeping.

Chairing over the programme, Sipi Elapra Linggi, Zilla Parishad Chairperson appealed the villagers to keep themselves away from malaria by keeping the surrounding area clean and to go to the hospital immediately in case of fever or doubtful cases. She also advised them to take proper medication and complete the course as prescribed by the doctors. (with inputs from DIPRO)

Over hundred households from Kera-aa and Mayu-II villages attended the programme which was mainly aimed at spreading awareness about malaria, dengue, and other vector borne diseases.

DVBDCO Dr Nangkong Yirang said, "Causes of dengue have been found in neighbouring Pasighat and that means our district is also at risk. The main cause of the disease is mosquitoes. Keeping our surroundings clean and not leaving places for stagnant water will stop breeding of these disease carriers and thus, will keep the disease away".

To encourage the use of bed nets, Long Lasting Insecticide-Treated Nets (LLIN) were distributed to the villagers. These medically treated bed nets boasts of a five years longevity in its purpose. A total of 260 of these mosquito nets were distributed to 131 households.

Explaining the instructions for using these nets, Dr Yirang advised to tuck in the ends of the mosquito net properly into the mattress for efficiency; else mosquitoes might get in through small gaps.

The programme will go on for the whole month, eventually covering the whole of the district.

 

 

West Kameng DEC takes up proposals

BOMDILA, June 11: The West Kameng  District Electricity Committee (DEC) in its meeting held here recently has proposed for installation of metering system under Integrated Power Development Scheme (IDPS) in the township and to facilitate household electrification in the rural areas under Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY). The meeting also proposed for upgradation and installation of transformers, modernisation and improvement of existing system, reduction of LT Lines through introduction of High Voltage Distribution System (HVDS).

Earlier, presiding over the meeting, MLA Japu Deru has directed the Power Department to take necessary steps to ensure electrification of both urban and rural areas in the district. Introduction of rooftop solar projects in some locations in Bomdila and other areas of the district was proposed in the meeting.

In his presentation Tasso Hinda, SE, Power, Dirang has explained in detailed about project estimates and period of both the flagship programmes, namely, DDUGJY and IDPS with the objective of providing electrification of both rural and urban areas respectively.

In his address, DC A K Singh has urged the department to fix a time for completion of  the detailed DPR  under the schemes.

Phurpa Wangyal, EE, Power, Bomdila Division also spoke on the occasion and appealed the house to  extend support and  provide guidance for proper implementation of schemes properly.  DIPRO

 

 

Awareness prog on oil palm farming

NAMSAI, June 11: The agriculture department in collaboration with Shivasai Oil Palm Pvt. Ltd, Hyderabad, has organised a one-day awareness programme cum training on Oil Palm for farmers at Namsai Town Club  here  yesterday. The programme was attended by farmers from Namsai and Lekang circles.

Addressing the inaugural session, Agriculture Minister Chowna Mein urged the farmers to diversify their agricultural activities for a balanced growth.

Namsai MLA Chau Zingnu Namchoom in his speech recalled the initiative taken by the former Agriculture Minister Late Setong Sena for introducing Oil Palm in  the state. He suggested the agriculture department to conduct exposure visit of farmers to CHF, Pasighat for practical knowledge.

In his key-note address, advisor to the Agriculture department A K Purkayastha highlighted the prospects of oil palm in Arunachal Pradesh. He urged the farmers to diversify the agricultural activities and to avail the facilities extended by the Central Govt.

Speaking on the occasion Deputy Commissioner R. K. Sharma appreciated the agriculture department for introducing contract farming for the first time in the state.

In the technical session, resource persons including assistant State Nodal Officer, Oil Palm, Idar Nyori and Dr. V. Singh, Assistant professor CHF, Pasighat, CEO Shivasai Oil Palm Pvt. Ltd, Hyderabad Y. S. Ranganai Kalu dwelt on economic prospects and feasibility of Oil Palm in Arunachal Pradesh.

A similar programme was also conducted at Chongkham  today. Attending the programme, Parliamentary secretary for forest and environment Chow Tewa Mein lauded the initiatives of the agriculture minister and his department for  popularising the Oil Palm  in state.

 

 

MLA inaugurates upgraded higher secondary school

BOMDILA, June 11: MLA cum Parliamentary Secretary PHED & WS Kumsi Sidisow has inaugurated the upgraded Secondary School into Higher Secondary school in a function  held at Singchung in West Kameng district yesterday.

In his inaugural address, the MLA called for equal development of all sectors for overall development of the society. Upgradation of school has not only fulfilled one of his promises, but it would  solve the problem of many parents who are compelled to send their children to far flung places to pursue their studies.

While responding to a memorandum, the MLA agreed to look into construction of staff quarters, posting of Principal, Vice-Principal and senior teachers and sought cooperation of  the Deputy Commissioner and DDSE  to  fulfill the staff requirement of the school. He further informed that the school will be converted into RMSA after 2019. He also assured to complete the bailey bridge at Tenga market in a few months which will be done in collaboration with PWD & GREF.

Speaking on the occasion,  West  Kameng DC A K Singh said that education and health are two most important indicators of development of the society.

While reminding the teachers of their responsibility, he requested  them to impart quality education for making the students responsible citizens in future. He informed that proposals for posting of subject teachers and Principal have already been initiated at Govt level and stressed on the need to have commerce and science streams in the school. Exhibit maturity

The Indian government’s media blitzkrieg over the army’s raid into Myanmar to take on the members of rebel NSCN (K) group is starting to back fire. Even though Indian army gave measured statement about raid, politicians which include likes of defence minister Manohar Parrikar and Minister of State for Information & Broadcasting, Rajyavardhan Rathore gave statement which might harm the interest of nation.

Besides claiming that army conducted operation without seeking permission of Myanmarese government, the union minister started issuing warning to Pakistan of similar action in future. By making statement which undermines the sovereignty of Myanmar, the BJP ministers have caused serious damage to the relation between two nations.  In future neighbouring country might not allow such operation to protect their sovereignty. Myanmar government has also dismiss the claim of Indian government and stated that army operation took place along the Indo-Myanmar international border and not inside their territory. While dealing with such sensitive issue, the ministers should have exhibit maturity. Their irresponsible statements and selective leakages of information to media can have catastrophic effect.

Doimukh via Gumto-Harmuty is a better option

 

Dear Editor,

As per my observation since many years, the Karsingsa sinking zone which is a National Highway connecting Banderdewa is being repaired and renovated every year. Crores of money is being invested for the construction of this very road which leads to the creation of other newer roads by earth cutting but sadly it could not last for long. What I foresee is, this NH 52 Karsingsa road is a never ending problem because of the fragile soil type which is vulnerable to disaster.

In most of this kind of crisis, Doimukh via Gumto-Harmuty road has been a lifeline for transportation and communication whereas in the good days, it is often overlooked. The fact is that Harmuty –Doimukh road happens to be the best route for communication.

On the other hand, the route for Guwahati, Tawang, Bomdila, Dimapur are already connected through Gohpur-Hollongi road.  Hence, the Karsingsa-Banderdewa road is not a big matter of concern as compared to that of Harmuty, since it is a business hub for the capital dwellers.

Therefore, I would like to appeal to the Government of Arunachal Pradesh to look into this matter at the earliest.

Wear Helmet

Dear Editor,

Keeping in mind the increasing number of road accidents, especially the deaths due to head injuries ,Madras High court’s decision to make helmets mandatory from July 1st is a welcome move. In Kolkata, traffic police has given the picture of a tortoise and have written beside it “Even the slowest animal knows how important a helmet is” Hope such punch lines strike a chord among youngsters.

But the problem is even if wearing helmet is made compulsory, people buy cheap quality helmets just to satisfy the law which defeats the very purpose of wearing a helmet. Also while driving many youngsters hang their helmets on their rearview mirror as if the mirror needs protection. One has to realise that accidents don’t happen daily & one instant of rash driving or negligence can prove fatal, leaving behind grieving family, friends & relatives. Also riders should desist from keeping mobiles inside helmet & speaking. So one should remember “when helmet is strong, life is long.”

Damaging our environment and nature

 

Dear Editor,

Monsoon is a natural phenomenon. It’s the bringer of rain and answer to many prayers for water in agriculture and for many other important areas of our day to day life.  We cannot change this natural pattern and event, but can always prepare for it. Monsoon is predictable and so is the amount of rainfall. We understand that the global warming or the climate change has been a reason for this erratic and destructive change in rain and the level of rainfall. But we must also understand the fact that, the anthropogenic activities are the main reason behind the climate change. Rain has been there and is still going to come, but we have only accelerated the level of damage they can do in our daily life. Felling down of trees, clearing of forests and cutting down the mighty high mountains, throwing garbage carelessly or improper garbage disposal, unplanned housing and drainage system  has been the way of development for our people so far.

Our mountains are high and mighty, but they are still growing and weak. We have huge forest cover and mighty rivers, but the level soil is loose. Instead of blaming the government and any department for that matter (except in genuine cases), every individual has a role to play e.g. proper disposal of garbage, planting of trees or  at least not felling down trees indiscriminately, refrain from cutting down the mountains.

I understand that these are very small things and people may say that it will not do any change. But imagine if everyone is doing it, how much can be done! If we can damage our environment and nature, then only humans can bring a change for the good of all, not any other animal on this earth.

Give it back to the legitimate owners

 

Dear Editor,

Through your esteemed daily, the Land Donors would like to express our resentment towards Government pertaining to the Land Management at Aalo Township.

After rejections from all the landlords having geographically viable land for establishment of Headquarter, our forefathers happily donated the entire flat land of present Aalo township to the Government in the year 1952 to 1956.

But after having free gifted the land, we have rendered ourselves destitute as no sufficient means and land remained with us to sustain our livelihood and other activities for sustenance of life and thereby forced to confine ourselves at small hilly slope region.

Our illiterate forefathers willingly gifted free of cost to the government without claiming compensation except an acknowledgement Certificate by K.L.Mehta, the then Adviser to the Governor of Assam.

In return, our forefathers’ mere wishes, that government should look after their broods in the days to come.

But today, our heart bleeds when we see rampant encroachments of public places, government quarters and offices etc. The visionless people in the chair are unmindfully giving allotment to those private individuals tacitly who pleases them, without keeping the scope for beautification and further expansion of the town. Although the Land was free gifted to the government, but now it is felt that our forefathers sacrificed in vain.  Not even the least of priorities are accorded to us in considering the land allotment, award of contract works, other employment opportunities etc.

Apparently, Bahadur Hill at Aalo is a Forest Reserved Land, but now a colony of 20 to 30 houses are mushrooming up with permanent structure of RCC/SPT buildings, black carpeted road, elecricity and water supply.

On what legal ground are the authorities allowing them to settle there permanently? Have they been legally permitted there? Did they obtain NOC from Forest & Environment Department? Had Land Management Authorities consented to the occupation? Did they gain the confidence of Land Donors Committee before settlement? If not, then it is assumed that the authorities are playing with the emotions and sentiments of the Land Donors. Such is the condition at abandoned Police Training and Recruitment Centre, Bogdo, Aalo.

It evokes indelible heartache when our parental land has been exploited by peregrines. If government are not using the land for which they acquired then give it back to the legitimate owners.

We appeal to all heads of the department to appraise administration as well as the land donors about encroachments before it’s too late. We assure to extend our helping hands to administration for such initiative of eviction. We still don’t want any compensation for our land but should be used for the developmental purpose for which it was gifted.

As we all have known that The Arunachal Times is famous and largest selling local newspapers in Arunachal Pradesh and I am one of your daily readers.

I have written many articles for Readers Forum. Some of it has been published while others have not been published. Perhaps readers are happy to see when their articles come out and it is discouraging if their articles don’t get published.

However, I noticed that many articles were edited too short. Editing of grammatical errors, mistakes and slang words are good but editing the articles too short is not appropriate.

Therefore through your esteemed daily, I would like to request and suggest you to keep the original articles with little or no editing.
